Ukrainian diplomats are perplexed by Russian President Dmitry Medvedev’s signing of a decree appointing Mikhail Zurabov as ambassador to Ukraine before Kyiv handed its official agrement to Moscow.
“Ukrainian diplomatic circles are puzzled by the mess made by the Russian side around the appointment of Mikhail Zurabov as Extraordinary and Plenipotentiary Ambassador of the Russian Federation to Ukraine. Many questions arise around the information issued today by the press service of the Russian president that the decree about the ambassador’s appointment was signed as early as on Wednesday, August 5,” a representative of the Ukrainian Foreign Ministry told Interfax-Ukraine.
Though the Ukrainian president signed an agrement to Zurabov’s appointment as head of the Russian diplomatic mission in Kyiv on August 5, the official note was handed to Russian Charge d’Affaires in Ukraine Vsevolod Loskutov at the Ukrainian Foreign Ministry only at 1000 on August 6, the representative said. “And as far as we know, Russia hadn’t received any official information on this issue before this time,” he told the agency.
Thus, the Russian president signed a relevant decree basing on information received from sources other then the official diplomatic channels, which has been unprecedented in the international relations practice, the diplomat added. (Interfax-Ukraine)
